Attached is a map of the United States circuit courts. The circuit courts are where one would appeal a case if the administrative (local) judge decides in an unfavorable manner to either party. If desired, the Supreme Court would be the next and final level for appeal. Why does this map matter? You should always be aware of how courts are deciding special education case law. The courts can vary considerably as to what constitutes a violation of an IEP and/or services.
