Early Government and Constitution - Create-a-Country Activity
Personal Note: My students LOVED this project. I used it after teaching the American Revolution and before introducing the Articles of Confederation. There was a LOT of debating among the groups, even though I let them choose the groups! Be prepared for this activity to last several classes, as students will debate the issues for as long as you let them. It was a great introduction for the Constitutional Convention, as I reminded them of how difficult it was for their groups of 3-4 to form

There is a list of numerous steps to complete, which can actually be fun for students.
