If you want to use the rulers "true to size", then just make sure you size them accordingly. I've left a little bit of room on the end of the rulers to accommodate the numbers, so just keep that in mind. The inch rulers should be sized to 12.5" on your document/activity and the centimeter ruler to 30.5 cm.
