Leave the dots blank to target any skill. Have students perform a given task before getting to dot, or for articulation, write target words in the circle. I have students say their target sounds, words, phrases, sentences, etc. X number of times in order to be able to dot a circle. We continue the process until their masterpieces are complete. For readers, I often write (or have them write) their target words in the small circles.
